The vendor is required to provide accessibility compliance tool that meets the following functional and technical requirements:
1. Standards compliance
• Fully tests against WCAG 2.1 and 2.2, including conformance levels a, aa, and AAA (as applicable).
• Support for the new success criteria related to focus visibility, mobile accessibility, consistent help, redundant entry, and target size.
• Stays current with future WCAG updates and accessibility regulations.
2. Testing capabilities
• Accurately scans and evaluates web content, applications, and digital assets for accessibility compliance.
• Provides automated testing with the ability to support manual and exploratory testing for thorough coverage.
• Supports accessibility evaluation of pdf and other document formats, including reporting on issues and recommending corrections.
• Identifies potential barriers related to visual, auditory, cognitive, and motor accessibility needs.
• Solution must include automated accessibility checking that detects common accessibility issues including improperly formatted lists, missing headings, images without alt text, color contrast issues, and inaccessible navigation.
• Solution must include optical character recognition (OCR) features to convert documents scanned as an image to be converted into fully compliant documents.
3. Reporting and remediation guidance
• Generates clear, actionable reports with prioritized issue lists and recommended remediation steps.
• Offers customizable reporting for different audiences (e.g., developers, content editors, compliance officers).
• Tracks remediation progress and supports ongoing compliance monitoring.
• The solution’s reporting tools must have the ability for administrators to view data from the institutional website, learning management system, and other websites that are being monitored for compliance.
• Solution must include the ability to export data for accreditation and compliance reporting
4. Integration and workflow
• Integrates with our current development pipelines, content management systems, and publishing workflows.
• Some major integrations would be with current systems
• Provides developer-friendly outputs, including code-level guidance and issue tracking integrations.
• Offers APIs or plugins for seamless workflow adoption.
• Solution must be able to check and report on existing online content and regularly scan and check newly added content.
• Solution must not introduce significant latency or negatively impact website or LMS performance.
• Provide tools to assess and diagnose compliance issues of institutional websites that are managed outside of the primary college website or by third parties, such as the portal (SharePoint), application and course registration systems, library resources, payment systems, textbook ordering systems, syllabus repository (WordPress), and online forms (dynamic forms).
5. Usability and support
• User-friendly interface for technical and non-technical staff.
• Provides training resources, documentation, and ongoing vendor support.
• Enables role-based access and team collaboration.
6. Scalability and performance
• Capable of supporting organization-wide scanning at scale, including large and complex sites.
• Delivers results efficiently without compromising accuracy.
7. Security and compliance
• Meets organizational data privacy, IT security, and compliance standards.
• Provides secure handling of scanned content and stored reports.
