The Vendor is required to provide a cloud-based vendor-hosted software solution the credit mobility technology system (CMTS) will facilitate the seamless transfer of courses, and other sources of validated learning, between institutions of higher education within the state.
- The CMTS will provide a standardized framework for transfer data across state institutions and an authoritative and up-to-date resource for students to plan how courses and prior learning can easily transfer and apply to degree requirements.
- The system will also promote exploration of transfer into state institutions by students residing outside of the state and provide tools for state institutions to increase regional and national transfer equivalencies.
- Ensure that this information is designed to be viewed effectively on all screen sizes, including small form-factor phone screens (mobile first design).
- Ensure compliance with accessibility standards and state regulations.
- Create a comprehensive database of course offerings, equivalencies, and program requirements from participating institutions.
- Provide up-to-date and accurate information on course, transfer equivalency, and program requirement data through automated data updates from institution source systems of record
- Provide ongoing training and support for users of the CMT system.
- Provide a support system for ongoing assistance and troubleshooting
- Provide ongoing maintenance and iterative enhancement of the solution to ensure it continues to meet the requirements subject to current technical and contextual conditions.
- Establish a robust assessment evaluation plan for the tool to broaden understanding of state transfer data and further credit mobility initiatives.
- The Course Articulation and Transfer System agency seeks shall be:
• Web-enabled and accessible on any computer, with a mobile-first design, anywhere, and at any time to display near- “real time”- data.
• A single system with the ability to provide an individually branded, front-end appearance representing the website logo and colors of each university, or a national system with the ability to customize a state focused landing page and branded/customized entry points for universities and colleges.
• A system that allows for customized information pages such as frequently asked questions (FAQs), official statements, etc.
• A user friendly, highly intuitive interface that enables both student self-service and use by secondary and postsecondary advising and counseling staff to perform inquiries regarding higher education credit-bearing courses, credit for other forms of validated prior learning, and program requirements.
- System provides capabilities:
• Apply institution-specific rules.
• Create and save plans and audits.
• Allow students secured access to run a transfer degree applicability search.
• Allow students to print, save, and share a transfer degree applicability report.
• Allow students to store a portfolio of their courses and then use the degree applicability view of the system to see how the courses taken will apply to a major.
• Address multiple variations and combinations within a degree or certificate program, such as a core with multiple options or options within options.
• Enable academic program and/or requirement needs to be defined only once for each range of college catalogs for which it is valid.
• Determine required courses based on a transfer degree applicability search.
• Report the course and non-course requirements a student has and/or has not completed.
