The Vendor is required to provide a cloud based enterprise training and compliance human resource management platform to deliver, track and report required and elective training for faculty, staff and students.
- The solution will centralize compliance training (e.g., FERPA, Title IX/Clery, HIPAA where applicable, data privacy, cybersecurity awareness, GLBA Safeguards), professional development, and optional learning pathways; integrate with Central identity, HR, and LMS systems; and support robust analytics and audit-ready reporting.
- Must be able to Provide:
• A modern learner experience accessible on web and mobile while allowing for in-person class/training offerings.
• Automate assignments, reminders, and escalations based on role/attributes within specific timeframe.
• Enhance employee onboarding and offboarding ensuring alignment with local policies and procedures.
• Integrate with SSO (Azure AD) and LMS; support SCORM 1.2/2004 and xAPI.
• Provide opportunities to support fully online, hybrid, and in person training and compliance activities and multi-lingual support.
- Software-as-a-Service (SaaS) Platform multi-tenant or private cloud solution hosted in with
99.9% uptime SLA.
- Courseware Catalog library of up-to-date compliance courses (FERPA, Title IX/ /Clery, ethics, HIPAA, ADA, data privacy, cybersecurity, anti-phishing, anti-harassment/discrimination, workplace violence prevention, campus security authority, human trafficking, EHS/agency as applicable). Include multi-language support and WCAG-compliant media/transcripts.
- Content Authoring & Ingestion tools to create/edit custom courses, quizzes, acknowledgments; upload SCORM/xAPI content; versioning; scheduled reviews.
- Learning Assignments & Automation dynamic rules by role, department, union, job code, bargaining unit, employee type, supervisor, student worker, location, risk profile; due dates; recurring cycles; grace periods; automated reminders and escalations.
- User & Group Management provisioning via SSO/SCIM; nightly syncs from HRMS (and/or flat files/SFTP); attribute-based groups and exceptions; role delegation; approver workflows.
- Dashboards & reporting real-time completion % by division, delinquency lists, audit trails, certificates of completion, scheduled exports to SFTP; APIs.
- Notifications branded email/SMS/in-app notifications via templates.
- Support & Services including implementation, integration, data migration, testing, training, change management, ongoing support, and quarterly business reviews.

• User sync via SCIM 2.0 and/or secure flat files (SFTP) or APIs; attribute mapping (job code, department, union, supervisor ID, and campus).
• HRIS/LMS: Integration options for PeopleSoft/Workday/Banner HR; Blackboard; data feeds to data warehouse.
• APIs: REST/GraphQL with tokens, rate limits, and documentation.
• Data residency: US-only storage; logical tenant isolation.
