The Vendor is required to provide to design, procure, install, integrate, test, commission, and maintain a complete “turn-key” Truck Parking Availability System (TPAS) at identified locations throughout the State.
- The solution must also be interoperable with regional and national truck parking systems, enabling consistent and coordinated information sharing across state lines and enhancing freight mobility on a broader scale.
- The Program Management services identified for this program are primarily administrative and are global to the services identified for the program.
- System include:
• The system shall be web-based and accessible through a standard web browser (e.g., google chrome, Microsoft edge).
• The system shall provide the ability to display, query, sort, and filter TPAS assets and TPAS sites statewide in a list.
• The system shall display TPAS sites, associated devices (e.g., detection units, signs), and attributes on a GIS-based map.
• The system shall represent each device type (e.g., detection unit, signs) with a unique icon/symbol.
• The system map shall use GIS data sources (e.g., shapefiles, geodatabases) to render geographically accurate maps.
• The system shall allow users to configure GIS layers (e.g., site boundaries, parking lots) and display layers from third-party GIS systems (e.g., Esri ArcGIS).
• The system shall clearly identify the version control information.
• The system shall display device data and operational status in near real time.
• The system shall detect and disseminate parking availability trends (e.g., emptying, steady, filling).
• The system shall allow operators to update site capacity, thresholds, and current space counts.
• The system shall allow operators to set a site to “closed”.
• The system shall allow operators to add/remove lots, detectors, modify metadata, and adjust capacities.
• The system shall provide alarms and notifications for device or communication failures.
• The system shall provide the ability to reconcile observed vs. System counts, through either automated or operator-assisted calibration.
• The system shall allow an operator to manually suspend the dissemination of data (e.g., parking spaces available) when data is deemed inaccurate.
• The system shall retain both current and historical parking availability, usage, and device performance data.
• The system shall collect all raw detection data, processed availability data, operator inputs (e.g., manual overrides), and system-generated logs.
• The system shall store historical availability data and metadata for long-term performance analysis and expansion planning.
• The system shall log all operator actions, device status history, and system events for audit and performance evaluation.
• System assumptions, dependencies, and external system interactions.
