The Vendor is required to provide for a web-based, hosted software system including implementation, integration, and support of a statewide emergency notification system.
- This system will enable the agency to deliver public alerts and notifications through various mediums, including but not limited to, telephony, email, Short Message Service (SMS), and agency.
- It has also been used to track and retain information for on-call staff and provide additional information on specialized skills (i.e. Incident Command Structure positions, proficiency in other languages, etc.)

- The system would be able to register at least 200 volunteers simultaneously within an hour and capable of supporting 500 concurrent users. It would also need to support at least 15,000 outbound phone messages with 50,000 emails/SMS messages delivered per hour without degradation to service or performance.
