The Vendor is required to provide a new parking access and revenue control system (PARCS) to modernize and standardize parking operations across campus.
- Provide a fully integrated, online, real-time PARCS solution that will provide reliable, efficient, and secure access and revenue management across six parking structures (including one currently under construction) and 32 surface lots.
- The solution must include the furnishing, installation, commissioning, and training of all required equipment, software, and infrastructure to achieve operational readiness.
- Provide and install all software, ancillary components, and materials to provide a complete and functioning PARCS and interconnection with any University-supplied equipment.
- Support Apple Pay and Google Pay mobile device-based payments.
- Support EMV Chip, Mag-stripe, and Contactless reading of payment cards for card-present transactions.
- Provide, test, and install quarterly security updates for system components in the cardholder data environment, such as the operating system, application software, firmware, etc., related to payment cards during the Warranty Period and any optional Extended Service Coverage selected by the University
- Provide all software and software licensing required by the system and not provided by the University, to achieve total system performance.
- Unless specified elsewhere, all third-party software, including operating systems and database software, must be provided with the latest available version at the time of system implementation.
- Provide any necessary perpetual licenses and/or authorization for software installed on premise, including, but not limited to, operating systems, application software, development language, peripheral software, and PARCS hardware diagnostic software.
- Database Management System (not applicable to multi-tenant cloud solutions
- Provide a mechanism for the University to perform read-only queries and export system-level data from its database instance directly from the cloud host. A real time replicated copy would be an acceptable solution.
- Graphical User Interface for all functions except database querying.
- Automatic detection and reporting of fault conditions and equipment failures.
- The system is sized appropriately to store five years’ worth of transaction data online and for immediate availability in reports.
- Central access and control of field devices for users with the appropriate authorization to issue remote commands from University-supplied COTS workstations to the field devices, such as raising and lowering the BG, rebooting field devices, putting field devices in or out of service, remote transaction processing, etc.
- Remote communication with all devices in real-time for a general broadcast of information (e.g., rate changes or time increment changes) or software update, and an ability to communicate with a single device to upload information or software.
