• Work with department staff to review program requirements and representative workflows.

• Suggest approaches to project planning, including milestones, deliverables, staffing, and responsibilities.
• Identify opportunities for modularity, including workflows that could be reused across program areas.
2. Configuration and development
• Configure modules to support representative use cases such as funding intake, application review, award and contracting, invoicing, monitoring, corrective actions, closeout, and reporting.
• Support configuration of cross-cutting functions such as audit logging, communications, task tracking, and document management.
• Provide information on integration approaches with state financial and reporting systems, including use of APIs and integration with commonly used platforms such as data-bricks, microsoft power platform, or comparable solutions.
3. Implementation and transition
• Strategies for staged implementation that minimize disruption to program operations.
• Outline training and knowledge transfer methods for department program staff, IT staff, and approved third parties.
• Provide examples of testing, pilot, and rollout approaches used in similar projects.
4. Maintenance and operations (M&O)
• Share practices for post-go-live support, including incident management, service levels, and version control.
• Provide information on how system updates, upgrades, and enhancements are typically managed.
• Explain how department staff or administrators could configure and maintain the system over time.
5. Reporting and evaluation
• Reporting and dashboards available to support program oversight, including fund tracking, invoice reconciliation, compliance monitoring, and closeout validation.
• Provide options for ad hoc reporting and custom queries without it intervention.
• Share how your solution supports metrics and analytics such as workflow efficiency, user adoption, and compliance.
• Provide examples of system performance reporting practices, including availability and usage.
