The Vendor is required to provide professional planning services for the development of a comprehensive integrated campus development plan (ICDP) for university.
- Objectives
• Align academic, research, housing, athletics, auxiliary, and economic development priorities with facilities and infrastructure.
• Incorporate agricultural science and research centers statewide and branch campus master plans into a unified framework.
• Focus on filling gaps not covered by existing planning efforts (housing, auxiliary enterprises, and athletics).
• Provide a 10-year facilities investment plan, land use, and infrastructure forecast.
• Establish a clear framework for phasing, priorities, and funding justification to support state capital requests.
- Academic & Research Alignment
• Translate strategic priorities, enrollment forecasts, and research growth into space and facility requirements.
• Integration of AI, STEM, agricultural, and interdisciplinary research initiatives.
• Incorporation of arrowhead park Inc. into long-term campus development and partnership strategies.
- Housing & Auxiliary Enterprises
• Assessment of current and projected student housing demand, including a comparative analysis of university housing supply relative to the local rental and housing market.
• Evaluation of auxiliary enterprises, including dining, retail, recreation, event facilities, and parking.
• Development of financial and phasing strategies for housing and auxiliary modernization to align with enrollment forecasts, student experience, and long-term system sustainability.
- Infrastructure, Utilities, and Transportation
• Validate and incorporate the existing Energy Transition Plan for the campus system, including electrical, water, sewer, storm water, chilled water, steam, renewable energy, and resiliency.
• Ensure compliance with all applicable state and national mandates related to energy, sustainability, and infrastructure modernization.
• Develop an Information Technology plan addressing network infrastructure, data centers, connectivity, and growth capacity to support research, teaching, housing, auxiliary enterprises, and system wide operations.
• Establish a mobility framework addressing pedestrian, bicycle, transit, and vehicular circulation, including comprehensive parking demand analysis.
• Integrate campus safety and security infrastructure, including access control, lighting, surveillance, and AI-enabled safety systems.
