RFP Description

The Vendor is required to provide an electronic medical record (EMR) solution for university.
- The solution must have controls to identify duplicate person records, as well as share patient records and a financial view across our ambulatory sites and hospital.
- This solution must allow registration of patient information in all hospital and clinical systems only once.
- We expect that this improves our physicians’ reliance on computerized patient information as well as strengthens the integration between all of our EMR and sub systems such as Radiology and third-party solutions.
- The software components and functionalities enable the seamless exchange of data between an EMR system and other healthcare systems or applications. These modules facilitate interoperability, allowing for the secure and efficient flow of information like patient demographics, lab results, and clinical data, ultimately improving care coordination and reducing manual data entry.
- Data Exchange: The solution should handle the transfer of data between the EMR and other systems, such as laboratory information systems (LIS), radiology information systems (RIS), practice management systems, and patient portals.
- Interoperability Standards: The solution should utilize standards like HL7, FHIR, and CDA to ensure seamless and standardized data exchange and connectivity with State and Federal Health Information Exchanges/ Networks.
- Real-time and Batch Processing: Data transfer should occur in real-time, as needed, or in batches, depending on the specific integration and the type of data being exchanged.
- The Acute Care solution should serve as the flagship solution across the hospital environment. The solution should support an enterprise-wide view of patient care and the point at which care should be delivered in both acute inpatient and outpatient settings.
- Core Inpatient Management:
o    Solution should have the ability for each provider type/role to document inpatient hospital patient care, including documenting clinical notes, placing orders, performing medication administration, monitoring patients, and executing discharge orders.
- Bed Management:
o    Solution should allow efficiency in bed assignment, transport and environmental services including patient transportation. 
o    The solution should also streamline the Admission Discharge-Transfer process.
- Bedside Device Integration:
o    Solution should allow integration of several clinical devices at the bedside including sending data through the solution to the charge nurse or the unit nurse in the hospital.
- Nurse Mobility Solutions:
o    Solution should allow nursing staff to improve the timeliness of communication while coordinating care across the continuum.
- The solution should allow recording a patient’s clinical data, medical history, and care progress within a shared system.
- Each provider type should have the necessary functionality to be able to document medical diagnoses, orders, treatment plans, patient assessments, vital signs, medication administration, and care delivery, as applicable for each role. 
- Copy- paste functionality should clearly identify the source of origin.
- Providers should have the ability to escalate/ assign notes to their supervising providers for review/ sign- off, as necessary. 
- The solution should utilize standardized templates, attestation statements and smart phrases to enhance efficiency, ensure data consistency, and facilitate seamless care coordination among healthcare providers.
