Pavement Management System

The Vendor is required to provide services to update the City Pavement Management System (PMS).
- The City is accepting proposals for professional services of a qualified firm or a combination of firms to assist in collecting automated pavement condition data for roads within the city for use of the PAVER for Windows pavement management system software for City pavement networks (or an equivalent system recommended by the consultant and approved by the City’s project manager).
- Assist in producing summary reports on the condition of pavement networks, changes in condition over time, analyses of various budgetary and pavement rehabilitation strategy scenarios, and a listing of specific candidate segment locations and recommended actions over a five year capital program horizon.
- Data quality management plan (DQMP) including equipment calibration and verification plan
- GPS coordinates and date-time associated with all data streams
- Grade (must be calculated from fiber-optic gyroscope measurements)
- Cross fall (must be calculated from both transverse profile and roll angle measured with a fiber-optic gyroscope)
- Data summarized and aggregated to block-to-block segments according to provided City GIS
- The survey must be performed using a Class 1 Profiler and 3D Laser Crack Measurement System (LCMS) with acquisition interval set to no greater than 2mm for all paved roads under agency maintenance.
