Access and Outreach System

The vendor required to provide access and outreach system, including creating a project plan; requirements and gap analysis; software development; integration(s) design and coordination; data migration planning and execution; testing; training; and go-live planning and management.
- Requirement
•    System manages demographic and financial data related to clients and households.
•    System manages household membership (a client must belong to a household).
•    System tracks services provided to and staff interactions with specific clients and households as well as to anonymous individuals.
•    System provides a public-facing, self-service portal for households to use to apply for the waste collection discount.
•    System provides a way for country administrator to manage values in drop-down lists.
•    System provides a way for country administrator to add new (and de-activate old) referral programs along with requisite screening forms and applications. 
•    System provides a way for country supervisors and staff to monitor and manage workloads using dashboards with queues.
•    System provides a way for users to develop reports. 
•    System provides a way for external systems and users with the appropriate permissions to access data.
•    System facilitates the standardization and streamlining of workflows.
•    System has the capability to securely integrate with other systems using web services and APIs.
•    System enables staff to work offline and sync work when back online.
•    System minimizes the need for duplicate data entry.
•    System is entirely internet based (not only the public-facing, self-service portal), not requiring the use of VPN.
•    System manages events (e.g., health fairs).
•    System enables the secure uploading of documents and associating them with clients and households.
•    System provides ways to safeguard data integrity through data entry controls, deduplication algorithms, validation, etc.
•    System enforces business rules.
•    System manages data related to referrals, applications, and other services.
