The Vendor is required to provide a web-based school lottery and placement management system capable of supporting student placement decisions for transfers, school choice programs, schools, and virtual learning programs.

•    Allows the District to modify lottery rules between cycles without reconfiguration

•    Supports multiple preferences and priorities, including but not limited to:
o    Sibling preference

o    Geographic or attendance zone preference

•    Balances multiple preferences and quotas simultaneously
•    Applies rules consistently and automatically during lottery execution
•    Maintains documentation and auditability of all applied rules

•    Supports placement for school choice, magnet, and specialty programs
•    Supports intra-district and inter-district transfer lotteries, where applicable
•    Allows families to rank multiple campus or program preferences
•    Assigns students based on District-defined rules and available seats 
•    Prevents over-enrollment beyond defined capacity

•    Supports lotteries and placements for School and specialized academic programs 
•    Allows eligibility screening prior to lottery participation

- Virtual School Lottery & Placement 
•    Supports application and placement for district-operated virtual or remote learning programs
•    Differentiates full-time and part-time virtual enrollment
•    Enforces program-specific capacity limits
•    Supports waitlists specific to virtual programs
- Placement Results & Waitlist Management
•    Generates transparent, equitable, and accurate placement outcomes
•    Automatically assigns students to:
o    Offered seats
o    Waitlists, when capacity is reached
•    Provides smart waitlists that:
o    Update automatically as families accept or decline offers
o    Reassign seats in real time based on District rules

•    Allows District staff to monitor seat movement and waitlist activity
