The vendor required to provide real-time intelligence map software solution shall support the creation, management, and display of custom, agency-defined map layers, enabling the city to visualize and correlate multiple sources of public safety data, such as incidents, critical locations, pre-plans, cameras and LPRs, and other intelligence, within a single, interactive map interface.
- The platform shall allow users to view this information across mobile, tablet, and desktop environments.
- The ability to securely integrate, manage, and present data, including support for role-based access, in a manner that enhances situational awareness, improves response coordination, and provides immediate operational context to field personnel, dispatchers, analysts, and command staff.
- Core functional requirements
1. Search and query functionality
• Ability to search by address, individual name, or phone number.
• Search results shall automatically surface relevant, location-based contextual information associated with the queried entity.
• Results shall be presented in an intuitive, easily interpretable format suitable for time sensitive operational use.
2. Interactive mapping and visualization
• A web-based interactive map interface capable of displaying multiple data layers simultaneously.
• Support for agency-defined and configurable map layers, including but not limited to:
o Critical infrastructure and sensitive locations
o Pre-plans and premise history
o Cameras, license plate reader (LPR) locations, and other sensor data
• The platform shall allow authorized users to add and edit pins, notes, and other map markups within these layers, support multi-user collaboration, and provide granular controls to share layers with specific users, roles, or groups while restricting visibility from unauthorized users.
• Ability to toggle layers on/off and visually correlate data across layers to enhance situational awareness.
3. Multi-platform accessibility
• The solution must be accessible across desktop, tablet, and mobile devices, including support for in-field operational use.
• User experience shall be optimized for rapid access during an emergency or high-priority incidents.
- Implementation, training, and support
• Provide implementation services necessary to configure the platform for city use, including initial setup, data integration, and system validation.
• Provide training for administrators and end users, tailored to public safety operational roles.
• Ongoing technical support, maintenance, and software updates shall be included for the duration of the contract term.
- Open-source social media linkage
• As an optional component, the city may request functionality that enhances person-centric situational awareness through open-source intelligence (OSINT).
• The solution should include:
o The ability to associate individuals with publicly available, open-source social media presence, where legally permissible.
o Seamless links from a person record within the platform to relevant public social media profiles (e.g., Facebook, Instagram, x/twitter, LinkedIn), when such information is available through open-source methods.
o Social media links shall be viewable directly from the person’s contextual profile without requiring users to perform separate manual searches.
o The ability to select an address or location within the map interface and access a direct link to view nearby publicly available social media posts, with geographic parameters (e.g., latitude and longitude and configurable radius) automatically populated to display posts originating within a defined distance of the selected location.
