The Vendor is required to provide a comprehensive locative technology solution that prioritizes safety, usability, and support. It shall include but is not limited to:
- Global Positioning System (GPS) Tracking Devices:
• Wearable or attachable devices which allows for real-time tracking of individuals diagnosed with autism or dementia,
• Devices shall be tamper-resistant to prevent accidental removal by the wearer,
• Provide battery life of at least forty-eight (48) hours, with low-battery alerts sent automatically to caregivers or monitoring platforms,
• Consider a range of form factors (e.g., wristbands, necklaces, clip-on tags) to suit various preferences and needs.
- Monitoring Platform:
• A user-friendly web-based or mobile interface that law enforcement and family members can use to monitor the location of individuals,
• A web-based application that is lightweight, responsive, and easily accessible by law enforcement personnel where users can open the application in a browser tab, allowing for quick switching without disrupting their primary workflow,
• Ensure the platform includes real-time location updates with minimal latency,
• Support integration with multiple user accounts so families and authorized caregivers can collaborate effectively,
• Include historical tracking features to analyze movement patterns, which could help predict high-risk behaviors.
- Geofencing and Alerts:
• The system shall allow users to set geographic boundaries and send alerts when an individual exits the designated area,
• Alerts shall be customizable to fit individual needs, such as silent vibration notifications for caregivers during meetings or loud alarms for emergencies,
• The system shall offer multi-channel notifications via Short Message Service (SMS), email, and app-based alerts.
- Durability and Accessibility:
• Devices shall be designed for continuous wear, considering factors like comfort, durability, and ease of use, especially for individuals with sensory sensitivities or cognitive impairments, and provide multilingual support for diverse user groups,
• Devices shall be water-resistant or waterproof to accommodate daily activities such as bathing or swimming,
• Include intuitive controls and displays for ease of use, even by individuals with limited dexterity.
