Parking Design and Management System

The Vendor is required to provide for the comprehensive management of administrative employee parking across a portfolio of owned and leased assets, with flexibility to add or remove sites over the contract term.
- The primary objective is to enhance the employee experience through a consistent, high-quality, and predictable parking ecosystem that balances affordability with proximity and convenience.
- Operational Management & Enforcement
•    Access Control: Management of all parking credentials and gate access systems, across multiple user groups including employees, visitors and general public Integration with DPS employee systems and procedures for issuing, modifying, and revoking access. Ability to accommodate other user groups who have contractual access to DPS parking during certain days/times.
•    Enforcement: Active monitoring for unauthorized vehicles and coordination of fines and towing services where applicable.
•    On-Site Presence: Regular patrols to ensure safety, security, and compliance across all lots.
•    Customer Service: Direct resolution of employee inquiries and complaints, with a formal escalation path to DPS where needed.
•    Off-Peak Revenue Optimization: Manage parking operations during evening and weekend hours to maximize revenue and utilization during these periods, including but not limited to event-based pricing.
•     Safety and Security: Implementation of safety and security practices, including incident reporting, emergency response protocols, and coordination with DPS security staff and local authorities as needed.
•    Timely responsiveness and flexibility to make adjustments as needed.
- Technology & Reporting
•    Supply/Demand Analysis: Provide as needed supply and demand analysis for employee parking by parking lot.
•    Financial Tracking: Detailed reporting on employee-level access for daily/monthly reimbursement processing, monthly budget (cost and revenue) reporting per lot and overall
•    Citations: Comprehensive logs of warnings and citations issued.
•    Revenue Transparency: Reporting on "Market Rate" revenue generated during after-hours and weekend public parking.
