On Site American Sign Language Interpretation Services

The Vendor is required to provide as-needed on-call, on-site American Sign Language (ASL) interpretation services to county hospital and edgemoor distinct part skilled nursing facility.
- Services shall include, but not be limited to, interpreting and translation services in American Sign Language (ASL) and tactile communication.
- In some cases, interpretation services may require the use of trilingual interpreters who facilitate communication among a deaf or hard of hearing individual, an English speaker, and a speaker of another language. 
- These services shall be readily available 24/7.
- Ensure the availability of interpreters on an on-call basis, 24/7/365, without a predetermined schedule.
- Provide a show rate of ninety-five percent (95%) per fiscal year.
- Meet the following services level ratings per fiscal year as documented by the post service performance report (PSPR):
• Overall accuracy of service delivery: 90%
• Cultural Sensitivity rating: 90%
- Overall impression of the interpreter’s performance: 90%
- Provide interpretation services in all County threshold languages, including but not limited to the following: These would also apply to American Sign Language.
• Somali
• Arabic
• Chinese (Mandarin)
• Korean
• Persian (including Farsi, Dari)
• Spanish
• Tagalog (including Filipino)
• Vietnamese
- Every attempt to utilize local interpreters, whenever possible.
- Provide language interpretation services meet all applicable licensing, certification, training, and professional criteria during all periods of service provision.
- Interpreters shall demonstrate proficiency in English and ASL language, possess knowledge of specialized terms used in the health, medical, law enforcement, and judicial fields, among others, and have clear understanding of interpreting ethics and practice.
