The vendor required to provide public participation plan for planning and programming deliverables including but not limited to:
• Statewide transportation improvement program
• Multi-year program (highway and multi-modal)
• Annual highway improvement program
• Long range transportation plan
• Modal plans including the rail plan, freight plan, transit plan, active transportation plan and other modal plans that department conducts
• Transportation asset management plan
- Project management
• Responsible for, but not limited to, organizing and delivering progress meetings, management of schedule, making internal team assignments, tracking action items and similar items.
• Developed by the vendor that identifies key tasks, milestones, critical path items, deliverable due dates, and other related items and will be used to ensure timely and efficient delivery of the study.
- Data collection and analysis
• Federal highway administration (FHWA) long range transportation plan
• Federal highway administration (FHWA) and federal transit administration (FTA) requirements
- Facilitate internal and external stakeholder engagement
• Working with staff from the office of communications, and planning and programming, will implement and staff methods of collecting internal and external stakeholder input on existing experiences, barriers to involvement, and other topics of interest to key stakeholders.
• Their proposed approach to stakeholder engagement in this process, as well as planned approach to compensating community organizations and community participants for their expertise.
- Public outreach policy guide
• Working with staff from the office of communications, and office of planning and programming and with feedback from other department staff, will help create a new policy guide for department public engagement and outreach efforts that includes all office of planning and programming public facing products.
