A government agency in Michigan issued “Website and CMS Replacement” (RFP). Solicitation WDDS-0680 closes on December 7, 2026. Eligibility: USA Organization. Submissions via Email.
Website and CMS Replacement Objectives:
• Deliver a distinctive, photo-forward, modern Monroe website consistent with the City branding guide while preserving familiar visual and information-design elements; avoid a generic, cookie-cutter municipal template.
• Prioritize clear task-based journeys for residents who need to pay bills, apply, report an issue, find employment, consult calendars, or access City services; retain rich news and community content.
• Replace CivicLive with a secure, supported, accessible, vendor-hosted and editor-friendly CMS without a preferred platform or prescribed technology stack.
• Improve intuitive WYSIWYG editing, digital asset management, role-based permissions, approvals, scheduled publication, and reuse of structured content and reporting.
• Selected vendor must maintain active 256 bit HTTPS/SSL protection from a trusted authority for the primary domain as part of the agreement. Secondary domains may utilize forwarding and do not require individual SSL certificates.
• Migrate active public content, news, future events, images, and PDFs from the live site while preserving document access, link integrity and search engine continuity.
• Make the designed interface and vendor-created components conform to WCAG 2.1 Level AA at launch and provide an ongoing accessible-authoring and document-accessibility pathway.
• Maintain existing links/embeds to externally hosted systems while reducing unnecessary overlapping website accessibility, analytics and maintenance products where an integrated solution is superior.
• Meet a September 1, 2027 preferred launch and complete all contractual transition work before October 31, 2027, with no reliance on CivicLive after September 30, 2027
