RFP Description

The vendor required to provide housing property management services for the residential property management, eligibility determination of residents, database management, maintenance, and improvements of four conventional public housing developments in the city.
- Objectives:
1. Capacity:
•    Maintain a combined monthly occupancy of at least 98% for all developments as measured by contractor records.
2. Rent collection:
•    Attempt to collect 100% of the monthly payments and ensure the timely collection of rent from all tenants in accordance with the lease agreements.
•    For any rent not collected within the period, contractor shall issue 100% of formal notices within two (2) business days of the missed deadline.
3. Routine vacancies:
•    Contractor shall fill 98% or more vacant units within ten (10) business days from the date of vacancy.
•    If extensive repairs are needed for the vacant unit, contractor shall provide information to the COR about the repairs and the timeframe to prepare the unit.
4. Recertifications:
•    Complete 95% of the recertifications, no less than 30 days prior to recertification due date, as measured by contractor and county records.
•    Contractor shall issue out 100% of recertification packets 90 days to 120 days prior to the tenant’s recertification due date.
5. Repairs and improvements:
•    Report to the COR 100% of extraordinary repairs or property improvements required to keep the developments decent, safe and sanitary.
6. Change reporting:
•    Contractor shall review and process 100% of any changes reported by the resident.
- Site management and maintenance staff:
•    Fill property manager vacancies at each site within 45 days of the vacancy. 
•    Ensure residents have 24-hour access to maintenance emergency services and access to non-emergency maintenance services during working hours from 8:00 a.m. to 5:00 p.m., Monday through Friday 
•    Display and post emergency and non-emergency contacts in a visible and prominent location at each site. 
•    Display and post office hours and property management contact information in a visible and prominent location at each site. 
•    Collect, record, and deposit rents, laundry income and other revenue within seven (7) days of receipt.
•    Provide new resident orientation for incoming tenants. 
•    Coordinate professional legal services to initiate eviction proceedings, when necessary. 
•    Identify routine and preventative maintenance items and ensure that units are maintained in a decent, safe, and sanitary condition. 
•    Take all reasonable actions necessary to protect properties and occupants from acts of vandalism and other crimes. 
•    Clean, repair, and, if necessary, coordinate the painting of vacant units within five (5) days of move-out.
•    Emergencies immediately and complete work within 24 hours, unless there are extenuating circumstances.
