The Vendor is required to provide the property manager is expected to exert its best efforts to furnish the services of its organization, and exercise the highest degree of professional competence in managing the properties, consistent with the standards of the housing corporation.
- No resident will be assigned to a unit by anyone other than the District Administrator.
- Property Manager will utilize their network of contractors and suppliers to perform needed work within the parameters set by the Housing Corporation and approved by the District Administrator (i.e. avoiding conflicts of interests, cost constraints, etc.).
- The Property Manager will coordinate all leasing information, including credit checks, lease signing, key distribution and other necessary unit leasing activities with the presumptive resident. Further, the Property Manager is responsible for preparing units for occupancy.
- Property Manager will procure the supplies, equipment and services necessary for the operation and maintenance of the properties. However, no disbursement for this purpose shall be made in excess of $1,500 without authorization from the District Administrator, except as required due to an emergency necessitating immediate action to preserve life, health and safety of residents or maintain and preserve the properties.
- Property Manager will contract with and appropriately pay invoices for water, electricity, gas, fuel, telephone, rodent extermination, trash and debris hauling and other necessary general services for the Properties. Residents are responsible for establishing and paying for utilities, including electricity, gas, water and internet/telephone.
- Property Manager will be aware of and take actions necessary to maintain compliance with local, state and federal laws pertaining to the operation and occupancy of the Properties.
- The on-site resident manager does not lease units, contract with vendors to complete repairs, collect rents or other fees.
- The on-site resident manager is an employee of the Property Manager and is paid hourly by the Property Manager.
- The Housing Corporation shall have the right at any reasonable time to inspect any record of Manager which in its opinion may verify the financial or monthly reports, including, but not limited to all checks, bills, vouchers, statements, cash receipts, correspondence and all other records in connection with the management of the Property.
- Property Manager will establish and maintain required bank accounts as needed for appropriate accounting and segregation of funds.
- The Housing Corporation shall further have the right to cause an audit, at Corporation's expense, to be made of all account books and records connected with the management of the Property.
- Property Manager will be expected to receive and respond to residents’ issues and concerns in a timely and professional manner, in accordance with the employee-resident familial approach referenced earlier.
