RFP Description

The vendor required to provide graphic design and outreach consultant to develop integrated outreach strategies and materials in support of its watershed protection program.
- Outreach messages to residents regarding stormwater pollution prevention, sea level rise, green stormwater infrastructure, less-toxic pest control and correct disposal of pesticides, pharmaceuticals, fats oils and grease, and other potential water pollutants; and to businesses and industry regarding stormwater and wastewater regulatory requirements, fats oils and grease (fog), and expanded use of recycled water; other government agencies that the city collaborates with to achieve water pollution prevention goals.
- Develop integrated outreach strategies and materials
•    Develop an annual outreach plan with the city’s contract manager at the start of each contract year incorporating traditional and social media. 
•    The consultant shall assist city staff in strategizing how to reach regional service area target audiences and leveraging the annual advertising budget of $10,000;
•    Create traditional outreach materials and provide graphic design services which may include:
o    Utility bill inserts, print and digital ads, factsheets, newspaper articles, op-ed pieces, displays, brochures; 
o    Formatting and design for annual reports; 
o    Promotional items for schools, special events, and businesses; 
o    Customized illustrations and artwork for a variety of formats (displays, brochures); 
o    High-resolution photographs with a regional context (e.g., local wildlife, bay habitats); 
o    Images, charts and graphs clearly explaining complicated information or a compelling call to action;
o    Videos and animated images for theater and online advertising; 
o    Movie making including story and script development, animation and graphics; 
o    Online games;
- Advertising administration
•    Establish $10,000 of the total contract amount (to be added to the consultant’s contract service amount) for advertising in local theaters, papers, Facebook, web banners and other venues; 
•    Receive approval for all ads and ad scheduling by the city’s project manager before placement; 
•    Interact with advertising venues to schedule and confirm ad placement and duration of run 
•    Ensure accurate billing and timely payment;
•    Provide a balance of the advertising budget and current contract balance with each billing cycle and copies of paid invoices itemizing where ad placement occurred; 
•    Provide a detailed report on ad placement in each outreach venue listing which ads ran, total run dates and cost; 
•    Consultant shall place ads and utilize creative materials not designed by the consultant for outreach material production as needed. 
•    Administrative fees for placement of these ads shall not exceed those that are for ads designed by the consultant;
•    The cost of printing materials shall be covered by the city unless otherwise negotiated between city and consultant; 
•    Provide an analysis of website activity and ad campaign effectiveness upon request.
- Website content
•    Staff as needed in developing and maintaining web content for the regional water quality control plant website and the watershed protection program pages on the city of palo alto website. 
•    This work may require stock or original photography, if needed, graphics, charts and other elements.
- Media relations
•    The consultant shall work closely with regional staff to cultivate relationships with media within its service area with the goal of increasing local media coverage about water pollution prevention. 
•    Service area is confined to a small geographic location outreach strategies and media contacts must be appropriately targeted and timed to avoid conflict with other bay area agency pollution prevention programs and to complement regional media and outreach efforts.
- Language translations
•    Provide print and audio language translations for Spanish, mandarin, and other languages as needed.
