RFP Description

The vendor required to provide recruiting and retention staff conversion methods, identify gaps or inefficiencies, and design a data-informed strategy tailored to the unique challenges of recruiting in rural state communities.
- Assessment and planning
•    Comprehensive assessment of agency current recruitment processes, tools, and applicant conversion funnel; 
•    Analyze workforce data, job vacancy trends, and rural recruitment challenges, specifically for correctional officer roles; 
•    Interview key stakeholders, including human resources (HR), facility leadership, and current or former applicants (as applicable); 
•    Identify key barriers to successful recruitment and provide a detailed finding report and preliminary recommendations.
- Strategy development
•    Design a customized data-informed recruitment and applicant strategy tailored for rural correctional facilities and hard-to-fill roles; 
•    Develop messaging frameworks, target candidate personas, and outreach strategies;
o    Design and implement targeted media mix, including third-party media buying and performance tracking, and digital marketing and outreach assets, including;
o    Content creation and outreach led by a social media specialist, emphasizing localized messaging and storytelling to engage rural audiences;
o    Localized messaging for rural communities; and d) build a media plan, including paid social, search, job boards, and local channels.
•    Propose a performance tracking framework, including key performance indicators (KPI) and reporting timelines.
- Pilot implementation
•    Launch the recruitment campaign at mart state juvenile correctional facility; 
•    Coordinate media buys and manage ad placements across selected channels; 
•    Oversee performance tracking and optimize the campaign based on real-time results; 
•    Provide social media content, creation, and management, with a focus on storytelling and rural engagement; 
•    Partner with agency onboarding and HR teams to improve applicant engagement and reduce drop-off; and 
•    Deliver bi-weekly progress reports to agency project leads, including KPIs and insights.
