The Vendor is required to provide strategic regional communication, concept development, creative development and other outreach services as needed to enable the water authority to create and implement outreach initiatives.
- Enhance or develop a regional communications and outreach program to include:
• Overall strategy, tactics and timeline for implementation.
• Strategies for reaching key audiences and organizational goals.
• Recommendations for regional messaging on various issues, programs and policies.
- Develop and deploy research projects as needed to understand the target audiences, measure the effectiveness of outreach efforts, and assess public opinion about water-related issues.
- Provide an implementation schedule and benchmarks necessary to complete the development and successfully launch the program.
- Tasks, assigned responsibilities, and budget for implementation will be agreed upon in consultation with water authority staff.
- Develop and execute tactics and recommendations to improve the water authority’s visibility and standing in the community.
- Meet with stakeholders as necessary, including water authority staff and board members, member agency staff, water authority consultants, and any others determined by the water authority, to present and solicit input and feedback on aspects of the program.
- Implement aspects of the program.
- Provide additional project updates and tactical recommendations as needed.
- Implementation of approved activities shall continue through the end of contract term.
- Activities could include, but are not limited to:
• Meet with stakeholders as directed to inform and educate on water authority programs and initiatives.
• Develop written communication as directed, to include news releases, website copy, speaking points, fact sheets, briefing documents and other outreach materials.
• Identify existing and develop new regional events that meet strategic and program implementation goals.
• Coordinate with water authority staff to implement.
• Develop graphic materials, including presentations, displays, logos, advertising and other materials.
• Recommend creative and implementable tactics and strategies to meet program goals and report out to the water authority on key performance metrics.
• Make presentations to the water authority leadership and board on implementations and progress of outreach programs.
