The vendor is required to provide video production or creative videographer firm to support its ongoing efforts to inform, educate, and engage the public and internal stakeholders through the development of high-quality video content.
- Creative development and project planning
• Work collaboratively with department public affairs staff and subject matter experts to develop project concepts that align with departmental goals and target audiences.
• Draft storyboards and shot lists to guide production and client approvals.
• Provide detailed project plans and timelines for each video, including clear milestones, deliverables, and review points.
• Offer guidance on best practices for video length, format, tone, and visual storytelling.
- Script writing and messaging support
• Draft original scripts or adapt written content provided by department into clear, concise video scripts suitable for voiceovers, interviews, or on-screen text.
• Collaborate with internal stakeholders to refine messaging and ensure technical accuracy and public accessibility.
- Video production
• Film a variety of video types including:
o Informational explainers
o Public service announcements
o Infrastructure project updates
o Community event recaps
o Career and staff spotlight videos
o Internal training modules
• Capture professional-quality footage, managing lighting, audio, and camera equipment as needed.
• Provide flexibility for on-location filming during regular hours and occasional evenings and weekends.
- Post-production and editing
• Edit video content into polished, engaging final products formatted for multiple platforms (social media, YouTube, presentations, etc.).
• Incorporate animations or motion graphics where appropriate to enhance educational clarity or visual appeal.
• add music, lower-thirds, titles, branded intros and outros, infographics, and transitions as needed.
• Develop caption files and full transcripts for all final videos to ensure compliance with accessibility standards.
• Deliver subtitled or translated versions when applicable, working with department translation vendors as needed.
- Asset management and archiving
• Maintain an organized inventory of raw footage, edited clips, animation assets, and final video files.
• Identify and repurpose existing video footage to support new projects and maximize return on previous investments.
• Return all assets to department in accessible and editable formats, with clearly labeled file names and metadata to support future use.
