The vendor is required to provide strategic grants revenue diversification and infrastructure support services for include:
• Development and submission of competitive federal and state grants (e.g., competitive federal and state grants
• Internal system design for fund development infrastructure, workflows, and approval protocols.
• Funder-facing messaging aligned with key strategic initiatives, including:
o The county service area (CSA) ballot measure,
o Prop 218 assessment models, and
o Fee-for-service pilots.
• Support for revenue strategies tied to monetization of educational tools, such as the health education series (e.g., illustrated children stories accompanying outreach materials such as hazard kits.
• Development of internal guidance on fiscal sponsorship models, donor management, and future staffing structures to support a permanent fund development unit.
• The consultant will also help agency prepare for evolving funding dynamics by building flexible contracting models, negotiating subcontractor terms with state agencies, and advising on fiscal resilience strategies to ensure continuity of minor home repair and assessments.
• Consultant focus will be building the financial and strategic foundation for programs that prevent lead poisoning, reduce asthma triggers, expand housing access, and protect the most vulnerable in our communities.
