The Vendor is required to provide consulting services aimed at enhancing community violence reduction efforts and developing comprehensive public safety strategies.
- Leverage external expertise to conduct thorough assessments, develop actionable plans, improve data utilization, and strengthen communication strategies to address community violence effectively.
- Baseline Assessment
• Review available data related to community violence, public safety initiatives, and relevant community demographics within city.
• Engage with city leadership, community stakeholders, and residents to gather insights into the current landscape of violence, identify key challenges and opportunities, and understand community perceptions.
• Provide a comprehensive snapshot of the current situation, including a SWOT (strengths, weaknesses,
• Opportunities, threats) analysis.
• Develop initial recommendations based on the assessment findings.
• Design an approach for ongoing community and stakeholder engagement throughout the project.
- Support Developing Action Items
• Assist city staff in developing robust, actionable, and timely action steps based on the findings from the baseline assessment and landscape analysis.
• Utilize a coaching technique, such as powerful questioning, to facilitate the development of clear, measurable, achievable, relevant, and time-bound (SMART) objectives and action plans.
- Landscape Analysis
• Conduct a thorough review of the programs and functions of key City initiatives, including youth-related violence prevention efforts.
• Identify gaps, duplications, and areas for improved coordination and collaboration among these programs.
• Develop specific recommendations for increasing efficiency, strengthening coordination, and deepening the impact of these initiatives.
- Data and Analytics Support
• Provide expertise and support in enhancing the city's efforts to track, monitor, and share qualitative and quantitative progress related to violence reduction and public safety.
• Assist in identifying key performance indicators and establishing effective data collection and reporting mechanisms.
• Support city representatives in collaborating with other partners to cultivate a comprehensive public safety plan and/or strategies, potentially involving participation in broader networks focused on cultivating the field.
- Communications Planning
• In partnership with the city's communications teams and other relevant partners, support the development of a preliminary asset-based approach to narrative change.
• This approach should focus on highlighting the resilience and positive contributions of individuals and communities most impacted by community violence, shifting the narrative from deficit to asset.
- Monthly Coaching and Site Visits
• Plan and facilitate monthly one-hour coaching calls focused on the goals, activities, and progress identified by the City.
• These coaching calls will serve as a platform to support leadership, share progress, provide resources, offer and request feedback, pose questions, and connect with experts in the field and members within the consultant's network (if applicable).
• Conduct two (2) on-site visits to city during the contract period to further support engagement outcomes, facilitate workshops, or provide in-person consultation as needed.
• Gain a comprehensive understanding of the current state of community violence and prevention efforts in city.
• Identify strengths, weaknesses, gaps, and redundancies within existing programs related to violence prevention and youth programming and community enrichment.
• Develop robust, actionable, and data-driven recommendations for improved efficiency, coordination, and impact.
• Enhance the city's capacity to track, monitor, and share progress related to public safety initiatives.
• Develop an asset-based communication strategy that uplifts the voices and experiences of those most impacted by community violence.
• Provide ongoing coaching and support to city leadership and staff involved in public safety initiatives.
