The Vendor is required to provide consultant services for strategic plan for equity and access in transportation" chapter for inclusion in the county master plan's mobility element.
- Strategic Plan Development and Enhancement:
• Collaborate with the county executive, planning department, and the consultant updating the mobility element to develop a strategic plan for achieving transportation access and equity within county.
• Articulate clear, measurable goals for accessible and equitable transportation systems.
• Develop specific strategies and tactics to achieve these identified goals.
• Establish methods for measuring results and outline a process for necessary updates to the plan.
- Areas of Focus for Analysis and Recommendations:
• Access issues: identify and address access issues tied to ongoing and planned county efforts, as well as other areas needing attention.
• This includes physical accessibility, digital access to information, and affordability of transportation.
• Equity issues: identify and address equity issues related to transportation, ensuring fair distribution of benefits and burdens, and addressing historical disparities in transportation infrastructure and services.
• Develop specific recommendations for the county planning department and county executive on how to address identified impediments and leverage support.
• Develop a publicity and engagement strategy in order to drive awareness, enthusiasm, and adoption of accessible, equitable transportation efforts.
- Perform a criminal background check on each potential employee to work on-site under this contract on county property.
