The vendor is required to provide homelessness strategic plan services for enhancing the interdepartmental collaboration on homelessness, streamlining the city’s homelessness response, expanding and improving the city’s homeless service system, and advancing measures to promote housing affordability.
- Population trends
• Conduct a comprehensive analysis of homelessness in long beach using relevant local and regional data- housing, eviction, and employment statistics- with a detailed examination of long beach’s unhoused population, focusing in on trends among individuals who are newly unhoused and those who are returning to homelessness, and explore demographics and patterns through data sources such as the point-in-time count and homelessness management information systems (HMIS).
• Conduct a population segmentation analysis to identify the unique needs of various sub-populations, including, but not limited to, youth, foster youth, survivors of domestic violence, and individuals who are chronically homeless, within the homelessness system.
- Resource analysis
• Development of a robust and repeatable methodology to assess the effectiveness of current homeless services administered by the homeless services bureau within the department of health and human services.
• Analyze service utilization and program outcome patterns across various demographics.
- Equity and effectiveness analysis
• Conduct equity analysis at both the population and program-type levels to evaluate resource distribution, service access, and outcomes for different demographic groups, including race, ethnicity, gender, sexuality, disability, and various populations of focus, including, but not limited to, veterans, older adults, youth and former foster youth, individuals who are chronically homeless, survivors of domestic violence, and individuals who are justice impacted.
• Benchmark program outcomes against national averages and asses the effectiveness of rehousing strategies for distinct population segments.
• This analysis will highlight disparities within the homelessness response system and propose actionable recommendations for equitable service delivery.
• Identify gaps and service delivery deficiencies within the current system of support for individuals experiencing homelessness and those at risk of homelessness in long beach.
• Identify unmet needs, barriers to access, and areas where service delivery may be inefficient.
- Predictive systems modeling
• Develop robust and repeatable predictive systems models to demonstrate the current status and future trajectory of homelessness in long beach.
• A baseline model will evaluate the trajectory of homelessness under existing resource allocations, while a future will anticipate the impact of additional funding sources and system performance improvements.
• These improvements may include enhanced mental health services, increased shelter capacity, expanded permanent supportive housing, and upstream solutions to address homelessness.
• The models will project potential reductions in homelessness over a five-year time frame based on proposed changes in system resources and performance.
• Preference may be given to consultants with experience using HUD’S stella performance (stella p) and stella modeling (stella m) tools to ensure robust and actionable projections.
- Systems map
• Develop an internal and external systems map of the city’s homeless services system, visually outlining the connections between individuals experiencing homelessness, service providers, governmental agencies (including state, city, and county entities; joint-powers authorities (JPAS); public housing authorities (PHAS); and continua of care (COCS), and other key stakeholders.
• Develop a user map that traces the journey of individuals navigating the homeless services system.
• Provide a visual overview of the typical pathways, average timelines, and identify pain points where delays or barriers are present.
