The Vendor is required to provide all labor, tools, materials, equipment, and travel necessary to perform as-needed audio and video production services.
- Provide services which may include, but are not limited to, pay rolling of all crew and required personnel, graphic artists, musicians, actors, video duplication, and other services associated with audio and video production.
- Provide a recording facility consisting of at least one (1) soundproof narrator room with a separate, but adjoining, soundproof control room.
- Provide a recording engineer with the suite and shall be able to record professional broadcast and industry standard DAW (CD quality) sound.
- Also have a professional quality microphone and parametric equalizer.
- Capable of editing the audio files and delivering a finished product in one of the following file formats: .aiff, mp3, .wav, or .mov.
- Able to deliver the finished recordings on CD, portable hard drive, or post the files on the Contractor’s File Transfer Protocol (FTP) site.
- Project Manager or their designee shall supervise and produce each recording session as well as provide the requisite scripts.
- Subcontract key creative personnel on an as-needed basis.
- Services include, but are not limited to, the following: actor, art director, animal trainer, casting services, graphic designer, music composer, narrator, script supervisor, or video utility person.
- Provide a Production Assistant, Makeup Artist, Audio Recording Engineer, and Camera Operator on an as-needed basis.
- An assignment shall be a half day which is four (4) hours or a full day which is eight (8) hours.
- Project Manager cancels a crew member assignment, there shall be no penalty if the cancellation is given no less than seventy-two (72) hours prior to the assignment.
- If the cancellation occurs less than seventy-two (72) hours prior to the assignment, the Contractor shall charge up to 50% of the assignment’s original expected cost.
- Provide professional broadcast quality equipment on a daily rental basis.
- Equipment shall be used for videotaping on location or in a studio setting.
- Provide the following professional digital cameras: P2 format camera that records in DVCPRO HD and DVC50, RED EPIC, Black magic Design URSA Mini Pro, SONY FS7 or equivalent brand 4K digital format, zoom or prime lens, fluid head tripod, camera microphone, portable color video monitor with waveform and vector scope, rig cage, batteries, cables, and A/C adaptors.
- Provide professional still photography DSLR (Digital Single Lens Reflex) camera from the following: Sony A7 III or Canon 5D Mark III, zoom or prime lens, fluid head tripod, portable color video monitor with wave form and vector scope, small rig cage, batteries, cables, flight case, flash media, and A/C adaptors.
- Provide a video sound package consisting of the following: shotgun microphone (Sennheiser 816 or 416), wireless lavalier microphone system, audio boom pole, multi-channel field mixer (6 channel minimum), ZOOM H6 or equivalent portable audio recorder, stereo headsets, batteries, and all associated A/C cords and cables.
- Provide a video lighting kit package consisting of the following: complete led, tungsten, fluorescent and HMI lighting kits for a minimum 3 point lighting set up, light stands, booms, and related gaffing equipment, portable canvas Chroma Key green screen measuring no less than 10 x 20 feet, reflectors, soft boxes, and silk or muslin diffusers.
- Provide a still photography studio lighting kit package consisting of the following: complete led, tungsten, fluorescent and HMI lighting kits for a minimum 3 point lighting set up, light stands, booms, and related gaffing equipment, portable canvas Chroma Key green screen measuring no less than 10 x 20 feet, reflectors, soft boxes, and silk or muslin diffusers.
- Provide a detailed work order indicating date of use, number of items to be rented, date and time of pick up, and date and time of return.
- Provide a digital video editing/computer graphics suite.
- Professional video editing software and digital paint systems, digital graphic/effects system, grab from and record to one or more of the following file formats: QuickTime, DNXHD (MXF format) Apple ProRes, or DVCPRO HD; flatbed scanner, 3-D capability; library of fonts, stock photos, and video backgrounds.
- Suite shall have the ability to save digital files in QuickTime format (mov) as well as native application.
- Text shall be a flicker-free, solid font using upper and lower case letters.
- Provide a master videotape or QuickTime MOV and the accompanying script for each program to be captioned.
- Captioning shall be in English and Spanish.
- Contract Period/Term: 3 years
