The Vendor is required to provide a qualified public relations and creative services agency that understands customers expect and deserve full transparency on utility matters ranging from rates to conservation.
- Provide full-service creative and public relations support services, on an as-needed basis.
- Public Relations and Strategic Communication:
• Media Relations
o The successful respondent shall provide press release drafting, distribution, story pitching, and earned media coordination to augment agency staff efforts.
• Crisis Communication
o The successful respondent shall develop pre-approved messaging templates and provide rapid-response communication support for outages, rate discussions, and other urgent or sensitive matters.
• Social Media Campaigns
o The successful respondent shall design and implement social media strategies, including content planning, graphics production, short-form video creation, and development of social media toolkits to increase engagement.
• Community and Social Listening
o The successful respondent shall monitor traditional and digital media for mentions, trends, and sentiment, then provide insights and recommendations based on findings.
• Advocacy and Stakeholder Amplification
o The successful respondent shall facilitate third-party advocacy efforts and amplify key stakeholder messages to broaden reach and impact.
- Creative Services:
• Campaign Branding & Development:
o The successful respondent shall provide conceptualization and execution of visual and message-driven campaign identities aligned with agency voice and goals.
• Graphic Design:
o The successful respondent shall provide development of print and digital assets including bill inserts, infographics, flyers, social media graphics, brochures, and annual report content.
• Video Production
o The successful respondent shall provide short-form and long-form video development for web use, social media use, and presentations, to include scripting, shooting, editing, and motion graphics.
• Copywriting and Scriptwriting
o The successful respondent shall provide clear, engaging, and accessible messaging for a range of audiences.
• Advertising Support
o The successful respondent shall provide design and message development for print, digital, billboard, radio and streaming platforms. This may include assistance with ad placement strategy.
• Photography
o The successful respondent shall provide original photography for staff features, field operations, events or facility visuals including aerial/drone, if applicable.
• Multilingual Creative
o The successful respondent shall provide Spanish-language translation and culturally appropriate messaging for materials as needed.
• All creative assets, both final and editable files are the property of agency and shall be provided at the completion of each deliverable.
