The Vendor is required to provide digital targeted marketing services for department officer recruitment campaign.
- Campaign Strategy and Media Planning
• Develop a multichannel digital marketing strategy, leveraging:
• Paid social media (Facebook, Instagram, TikTok, LinkedIn, etc.)
• Connected TV (CTV) & streaming video
• Digital streaming audio (Spotify, Pandora, etc.)
• Display advertising & retargeting
• Search engine marketing (google ads, Bing, etc.)
• Provide media mix recommendations and campaign flighting schedule.
- Creative Development
• Collaborate with the city’s communications department on all creative assets.
• Design and produce digital-first creative (video, static, carousel, audio, display) optimized for each channel.
• Provide a/b testing strategies for creative optimization.
- Campaign Management
• Implement, monitor, and optimize campaigns in real-time.
• Provide monthly performance reports and maintain a live campaign dashboard accessible to city staff.
• Conduct monthly check-in meetings with city staff to review results and adjust tactics.
- Performance Tracking and Reporting
• Install and maintain conversion tracking (pixels, tags, UTMS) on the department recruitment website.
• Report on KPIS including impressions, clicks, website visits, engagement, and most importantly, completed applications.
• Recommend optimizations based on data.
