The Vendor is required to provide compressed natural gas (CNG) fuel providers to provide operation and maintenance (O&M) and retail, billing and marketing services for our CNG station located at state.
- Provide local company employed, not third party contractors, service technician(s) for all maintenance services that have demonstrated experience and competency in maintaining other similar CNG station equipment.
- Provide redundancy and adequate technician back up, the Contractor must have at a minimum three (3) locally based service technicians that reside no more than two (2) hours from the Station. For the O&M contract, the Contractor shall be on site within two (2) hours if either the Station or compressor(s) is shut down and not capable of fueling.
- Current corporate maintenance structure in place including call center, dispatch services, remote monitoring, etc.
- Provide documentation and explain how the work order process flows from the moment the Contractor receives a call from agency site through dispatch.
- Emergency call-out numbers shall be manned 24 hours a day with a live operator.
- Service technicians are to be available 24 hours per day, 7 days per week for the duration of the O&M contract.
- The Contractor shall be on site within a two (2) hour period if either the Station or compressor(s) is shut down and not capable of fueling.
- Incur all costs associated with meeting all applicable regulations, codes and standards, including costs associated with securing and meeting the terms of all necessary permits.
- The fueling panels, hoses, nozzles, and related fueling components shall be free from defects or wear, in good working order and free of detectable leaks.
- Retail, Billing and Marketing
• Provide 100% CNG fueling station retail, billing and marketing in-house, and manage all billing and collecting sales and transactions from third-party customers, customer service questions, credit card fees, marketing efforts throughout the region, remitting both federal and state fuel taxes.
• As owner of the fueling station, agency retains full rights to any and all current or future tax credits, environmental credits, or other incentives related to the dispensing of fuel from the station.
• Agency, at its sole discretion, shall set the retail fuel price at the station.
• The station shall accept at minimum visa, MasterCard, wright express and voyager.
• The station shall also accept key fobs, both for agency fleet and third-party customers who wish to use key fobs.
• Agency shall be responsible for issuing key fobs.
• The station may also accept contractor issued proprietary fuel cards.
• Marketing services include a full-time representative dedicated to the area and outreach to third party fleets.
• The contractor shall demonstrate previous successful marketing campaigns in other regions of the country.
• Provide weekly and monthly transaction reports for the station.
• Fueling system software shall also be compatible with agency vehicle maintenance system software, at a minimum providing daily downloads of fuel use and mileage for vehicles.
• Agency currently uses fuel force management system for fleet services.
• Any fuel management systems at the station must be compatible with agency fuel force system. Agency station currently uses agency fuel management system.
• Existing communication at the site is through an independent dial up modem, however Ethernet at the location is available.
