The vendor is required to provide strategic planning consulting services to facilitate this process by engaging stakeholders (internal and external), conducting relevant analyses, and developing an actionable strategic plan.
- Strategic planning consultant that will:
• Gather data to be considered in the strategic planning process, which will include:
o A project kickoff meeting and regular check-point meetings with the executive director and director of business solutions.
o The kickoff meeting should include a discussion of roles and responsibilities of the consultant, the work to be completed, and the projected timeline for completion;
o Meetings with the executive team;
o Meetings with commissioners to discuss the progress of the strategic plan development and to solicit input;
o Meetings with staff;
o Meetings to engage external stakeholders to solicit input including program participants, landlords, partner agencies, and legislative officials;
o Data and information provided by authority and its partners.
• Complete a SWOT analysis (or similar process) to assess both the internal and external environment.
• We expect the consultant will assist with analyzing the strengths and weaknesses of the organization and help to identify the external opportunities and threats which will influence our plan.
• The SWOT analysis should purposefully incorporate our contract management services department as this entity brings unique capacity to authority.
• Surface strategic choices based on the stakeholder meetings and SWOT analysis for authority growth and contract management services (CMS’s) role in that growth plan and facilitate a discussion with authority board of commissioners and executive team around those choices.
• Revisit the vision, mission, and values to ensure these statements are a source of inspiration and guidance for our commissioners and our staff.
• Revisit the agency’s names to explore opportunities to align identity with the agency’s vision and mission.
• Draft a strategic plan document that serves as a useful roadmap for commissioners and staff in decision-making and the future allocation of resources.
• The document should contain strategic goals, outcome metrics, and targets. the document should also articulate shorter term, foundational steps and milestones that must be taken to achieve the outcome metrics.
• We ask that the consultant work with authority marketing team to ensure that any deliverables for this work adhere to authority brand standards.
