The vendor is required to provide digital out of home in-tunnel advertising services for the turn-key installation, design, build, finance, operation and on-going maintenance of digital out of home in-tunnel media throughout the tunnels of authority rail system.
- Augment and develop the authority’s advertising revenue as well as fully operate and maintain the digital tunnel equipment in accordance with authority engineering, safety, and operations and maintenance requirements and standard operating procedures.
- Responsible for the management of digital advertising sales and content in accordance with the state and authority advertising regulations and guidelines.
- Media technology will be installed on a subway tunnel wall beyond station limits where trains are in motion.
- Technology will be connected to a remotely located centralized control computer to monitor, load and schedule content.
- The installed technology will be designed, engineered and manufactured to withstand the environmental and operational characteristics of the subway tunnel.
1. Installation
• Install a to be defined amount of turn-key in-tunnel digital advertising installations
• Responsible for the turn-key delivery, the complete management and maintenance of all hardware installations and software for the operation of all in-tunnel systems installed inclusive of all authority cybersecurity and information technology requirements and standards.
• Responsibility for all costs in relation to the installation, operation, and maintenance of the system.
• The installation must include all costs associated with private data connection, power supply and connection, and authority approved tunnel wall mounting methods.
• The turn-key systems must be independent of any authority data or communication systems.
• Electronically mail (e-mail) a portable document formatted (pdf) report from a certified electrical engineering firm to provide that installation will not cause any electromagnetic or radio frequency (“rf”) interference to authority systems.
• Certifications such as: European union Ce health, safety and environmental standards, federal communications commission standards, international electrotechnical ip65 rating or better, photobiological safety, etc. are required.
• All equipment operated by the contractor will be primarily for advertising purposes.
• The event of the expiration or termination of the contract, contractor shall bear full responsibility and cost to remove all installed equipment and to return authority assets to pre-installation state wherever feasible.
2. Operations and maintenance
• Operate the system in accordance with all authority and applicable government standards through the advertising approval processes.
• All advertisements displayed must meet all advertising code and local advertising policies.
• Provide portable document formatted (pdf) reports and information on a regular and continuous basis, to be discussed and agreed upon after execution of the contract, to meet all authority reporting and audit requirements.
• All operations to must be carried out within a secure network environment located in state.
• The system must not distract or provide any kind of visual impairment to the train operator at any time or under any circumstances.
• Ongoing physical maintenance of the system will occur only during non-revenue hours, and with the pre-approval of authority when coincident with other planned maintenance work in the same area wherever possible to mitigate any risk on service delivery.
• The system will require minimal maintenance once installed consisting of one period of non-revenue service access twice per year under typical circumstances.
• The capability of providing cybersecurity solutions to prevent unauthorized access to the advertising network.
