The vendor required to provide strategic government and community relations consulting services for advocacy efforts with various governmental and corporate entities for the purpose of improving the education experience for the students and the college community.
1. Strategic advocacy and governmental relations:
• Develop and implement an annual advocacy strategy and work plan, including timelines, key priorities and milestones.
• Identify and pursue opportunities for initiatives benefiting the college.
• Monitor and provide timely intelligence on legislative and regulatory proposals, state budget actions and public policy developments that could affect the college.
• Prepare and distribute briefs, position statements, or talking points when requested by the college.
2. Advisory and strategic counsel:
• Provide advisory services to support the college’s efforts in strategic positioning, including high level initiatives as assign by senior leadership.
• Offer counsel on intergovernmental matters and stakeholder engagement, including coordination with agency, local governments and community partners.
• Work collaboratively with the college and other external partners to ensure a coordinated advocacy approach.
• Assist in preparing college leadership for meetings, hearings or testimony with governmental officials.
3. Coordination and communication:
• Contractual activities shall be coordinated with the college.
• Consultant shall maintain regular communication with designated college staff and provide periodic strategic updates.
• Upon request, the consultant shall attend in-person or virtual meetings at the college or other designate locations.
4. Reporting requirements:
• Meetings held or communications conducted (including participants and topics);
• Legislation, budget items, or policy issues tracked; and
• Progress on agreed-upon strategic objectives.
• The consultant shall provide special reports or issue analyses related to pending or emerging topics.
5. Meetings and deliverables
• The consultant shall meet with designated college representatives at least quarterly (or more frequently as needed) to review ongoing strategies, upcoming priorities, and developments.
• The consultant shall provide at a minimum:
o An annual strategic plan identifying priorities for the upcoming session;
o Monthly progress reports, as outlined above;
o A year end summary report evaluating outcomes achieved and recommendations for future efforts.
