The vendor required to provide strategic communications and policy support services for include:
a. Parking management operations office
• Outfit the facility's parking management office with adequate resources that include but will not be limited to the following: furniture, personal computers, print, copy, scan device, telephones, safe(s), time clock, and any other equipment or materials necessary to effectively administer the operation of the facility.
• Responsible for the provision of at least one (1) business telephone for the parking management office and for telecommunication services for the facility, the cost of which shall be considered an operating expense; however, long-distance telephone charges will not be reimbursed by the county.
• The parking operations office must be appropriately staffed during regular business hours, unless otherwise notified and approved by division parking operations.
b. Daily operations
• Actively manage payment queuing during peak entrance and exit times.
• Monitor operations to evaluate and maintain work standards and customer service protocols.
• Maintain vehicle counts and control volumes of vehicles entering the parking garage to avoid overfills.
• Coordinate with county security for security issues.
• Coordinate with facilities management division's customer care service team for facility maintenance and cleaning issues.
c. Monthly parking
• The division parking operations team will process and collect monthly parking fees from county employees enrolled in the monthly payroll deduction program and fees paid by county agencies parking in the garage.
• Collect monthly parking fees from non-county monthly parking customers and online validation customers.
• Provide parking access cards for agency paid vehicles and for non-county monthly parking customers.
• The division parking operations team to instruct county security when to provide the non-county monthly parking customers 24/7 access to the garage.
d. Expectations of contractor management
• Contractor shall meet at least once per month with the division parking operations team to discuss day-to-day parking operations, facilities management needs, review expense statements, discuss security issues, staffing levels, and incident reports as needed.
• Propose rate policies for daily, monthly, reserved, and special event parking operations.
• Make recommendations to division, parking operations team regarding policies that could be adopted by the county council.
• Be accountable for all monies collected, maintaining accurate records of daily activities.
• Develop and submit the annual budget for the garage for approval.
• Monitor and manage the approved budget.
• Coordinate with the division operations to determine parking requirements, address concerns regarding parking and traffic impacts.
• Actively manage payment queuing during peak entrance and exit times.
• Monitor operations to evaluate and maintain work standards and customer service protocols.
• Maintain vehicle counts and control volumes of vehicles entering the parking garage to avoid overfills.
• The contractor shall comply with all applicable city, state and federal laws, rules or regulations including any regulations or guidelines adopted for operation of the parking facility.
• Survey and report on competing parking facility rates and conditions in the building's market at least twice per year or per request of the county.
• Closely monitor occupancy levels, market trends, competitor pricing and patron mix to assure maximum utilization and revenue potential of the garage.
