Federal Government Relations Consultant Services

The Vendor is required to provide to identify a strategic federal relations consultant to partner with the department.
- Provide advice and counsel to agency directors, commissioners, and staff engaged in federal advocacy. 
- Coach and mentor them to maximize their effectiveness in building relationships and catalyzing positive change in federal policy and appropriations.
- Strategize and work to build partnerships between State and states across that nation on common issues.
- Counsel state agencies on applicable Executive Orders and federal agency rulemaking. Elevate issues state agencies are encountering in applying for and implementing funding opportunities to congressional offices and federal agencies.
- Devise and implement strategies to accelerate deployment of stalled federal funding.
- Farm Bill, agricultural appropriations, and appropriations related to voluntary incentive-based conservation programs;
- Build an understanding among appropriators in congress and key individuals in the administration that salmon recovery will continue to take time and require a substantial investment over several salmon life cycles.
