The vendor required to provide marketing and outreach campaign that promotes the state small business credit initiative (SSBCI) program to small businesses.
- Responsibilities
1. Comprehensive outreach plan
• within forty-five (45) calendar days of contract execution, contractor, in consultation with commerce, shall submit a substantial revision of the existing comprehensive outreach plan to support and incorporate any changes in the state’s objectives for the SSBCI program.
• Contractor shall focus on targeting socially and economically disadvantaged individual (SEDI) owned businesses and very small businesses (VSB) in the cop.
• Create and implement data collection initiatives to increase targeted reach and facilitate industry partnerships to ensure statewide outreach.
• Outreach impact report that documents and analyzes all grassroots marketing activities, including the number of individuals reached, materials distributed, event attendance, and engagement metrics.
• They must collect both quantitative and qualitative data, assess performance against campaign goals, and present findings in a clear, structured format with visuals and recommendations.
2. Outreach materials
• Contractor shall create and submit outreach materials to commerce for approval before use. contractor shall create outreach materials for media use—for example, tv, print, radio, social media, and the internet.
• Contractor shall use commerce-approved outreach branding guidelines to create all outreach materials.
• Contractor shall translate all outreach materials into all languages identified by commerce in the cop and utilize such translated materials cost-effectively and efficiently directed to targeted demographics.
• Commerce may accept, reject, modify, or request new or updated outreach materials in its sole discretion and judgment.
3. Key media
• Contractor shall develop and execute a comprehensive media campaign, including, but not limited to, canvassing, paid media, social media, and earned media, as part of its marketing and outreach engagement efforts.
• All information, graphics, and materials utilized in the media campaign constitute outreach materials and are governed accordingly.
• Document communications with persons and entities in this regard, including, but not limited to, the frequency of engagement, the method, and the subjects of the communication.
• Refresh and provide additional content development and postings of relevant material and coverage of events as necessary, as well as manage social media presence to ensure consistent messaging and branding support.
• Provide for identifying new and viable platforms to utilize and integrate into the cop, including, but not limited to, YouTube, X, Threads, Instagram, etc.
4. Outreach events
• Contractor shall develop and execute an event campaign, including, but not limited to, relationship building with the current user base, targeted groups and advocates, stakeholders, relevant local businesses, educational institutions, and other potential partners.
• Coordinate regular and unique events and promotions geared towards locals and partners to garner increased exposure to SSBCI services, programs, and projects.
• Provide regular communication and dissemination of news and promotions to targeted audiences via email blast capabilities, advertising, and in-person contact.
5. Marketing and outreach dashboard
• Contractor shall develop and maintain an online dashboard accessible to commerce which presents real-time updated information on all marketing and outreach engagement activity.
6. Reservation
• Contractor’s response, including but not limited to drafting and development of outreach materials, purchase and placement of key media, key demographic targeting and outreach, a marketing dashboard, or any website development.
