• Deliver a concise, actionable strategic framework for the Commission and staff.
- Distribute a Commission survey assessing whether current Strategic Plan outcome areas should be retained, revised, or removed.
- Develop and present a Pre-Retreat Findings Summary identifying:
• Key themes from interviews and surveys.
• Points of consensus and misalignment.
• Initial recommendations for retreat focus areas.
