The Vendor is required to provide to aid in the development of a strategic plan for the county department.
- Using the organization’s vision, mission, and values assist with developing priorities, goals, and objectives for the next 3-5 years.
- Identify measurable outcomes/results directly linked to stated goals and objectives.
- Be aligned with the county priorities.
- Evaluate potential risk and identify options, stakeholders, and available resources for proposed courses of action.
- Incorporate the organizational strengths, weaknesses, opportunities and threats.
- Be feasible for implementation throughout the organization.
- Offer guidance regarding composition of participants and stakeholders.
- Create a welcoming environment for productive and effective communication.
- Recommend structure and timelines for process.
- Have the ability to adequately address external forces that could potentially influence the stated mission(s).
- Leverage subject matter experts to assess internal capacity to deliver services and manage effectively.
- Support the development of strategies that will, when implemented, achieve the objectives.
- Coordinate the establishment of performance measures and targets to measure the impact adopted strategies may have on stated objectives.
- Establish the communication and development framework from which a written strategic plan will be developed.
- Monitor the progress of the strategic plan development process.
- Integrate the input from leaders, managers, employees, customers, and stakeholders throughout the planning process as appropriate.
- For the development of the strategic plan, the county expects the successful offeror to be a collaborative partner with stakeholders and subject matter experts rather than the author of a document.
- The county will provide administrative support for documenting participants’ contributions, capturing the content and integration of ideas/concepts and transferring those matters and recommendations into a finalized document.
