The Vendor is required to provide to develop a comprehensive 2027–2032 economic development strategic plan.
- This plan will serve as a forward-looking roadmap for how County will strengthen its economic position, support business growth, and enhance quality of life over the next five years.
- Defining its economic identity and competitive positioning.
- Recently completed a marketing assessment that evaluated competitive positioning, branding opportunities, and target audience alignment.
- Fresh analytical frameworks and creative strategic insights
- A plan that directly addresses the County’s identity, competitiveness, and market positioning challenges
- Strategies to enhance equitable economic development practices and economic mobility
- Utilization of existing, relevant studies specific to County’s industries and economic development for reference
- A vision and mission for economic development in County that can be communicated to a variety of audiences, and that aligns with the County Comprehensive Plan
- An implementation plan that aligns, organizes, prioritizes, and sequences economic development efforts in a series of program chapters with short-term and medium-term strategies. Longer-term strategies beyond the five-year implementation period should be included for future consideration or opportunity.
- Data Collection and Economic Analysis
•    Review and synthesize demographic, economic, labor market, and business climate indicators.
•    Perform comparative benchmarking against at least five peer jurisdictions, selected in collaboration with department.
•    Conduct industry cluster analysis.
•    Assess entrepreneurial ecosystem and small business needs.
•    Analyze land use, zoning, infrastructure capacity, and development constraints.
