The Vendor is required to provide professional public relations and community information services in connection with a proposed capital improvement bond referendum.
- Ensure clear, consistent, and factual communication with all stakeholders throughout the planning, pre‐vote, and post‐vote phases.
- Transparent communication and proactive community engagement are critical to ensure voters are informed about the scope, rationale, and fiscal impact of the proposed projects.
- Objectives:
• Increase public understanding of the proposed capital projects and their educational and financial implications.
• Support consistent messaging across all communication platforms.
• Facilitate community awareness and engagement through multiple outreach channels.
• Ensure compliance with state education law and all regulations prohibiting advocacy in public communications.
- Strategic Communications Planning
• Develop and implement a comprehensive communications plan and timeline to support the bond process from referendum adoption through the public vote.
• Identify key stakeholder groups and recommend outreach strategies tailored to each audience. Experience with messaging to the segment of the community without school aged children (i.e., “empty nesters”) is essential.
• Advise on best practices in non‐advocacy communication in accordance with agency legal guidelines.
• Develop a strategy to correct misinformation and manage "rumor control" on social media.
- Message Development & Materials
• Draft clear, fact‐based informational content describing the bond proposal, project scope, tax impact, and community benefits.
• Produce and edit materials such as newsletters, FAQs, press releases, presentations, fact sheets, flyers, web and social media content.
• Coordinate with District staff to ensure accuracy, readability, and consistency of tone and branding.
- Media Relations & Community Outreach
• Develop and manage a media relations plan, including press engagement, editorial submissions, and interview preparation.
• Assist in planning and promoting public information sessions, community meetings, and school tours.
• Provide support for video content, photography, or digital storytelling to enhance community understanding of project needs.
- Digital & Social Media Strategy
• Support the District’s website and social media channels with timely updates and informational posts.
• Recommend strategies for optimizing online visibility, community engagement, and accessibility.
- Project Management & Reporting
• Attend regular coordination meetings with District administration and/or Board representatives.
• Provide progress reports outlining activities completed, upcoming milestones, and measurable outcomes.
• Manage the production schedule to ensure all mailers drop on time for maximum impact.
• Ensure all deliverables meet agreed‐upon timelines.
