The Vendor is required to provide comprehensive video production, meeting support, and technical assistance services.
- This project ensures seamless, accessible, and high-quality meeting coverage for the city community, supporting transparency, civic engagement, and effective communication across city operations.
- Meeting Recording & Streaming Services
• Record, livestream, and archive all scheduled city council and planning commission meetings using the city’s granicus hardware and software systems, as well as cablecast broadcasting software.
• Operate all audiovisual equipment in city hall council chambers, including cameras, microphones, switchers, and granicus encoders.
• Ensure real-time transmission to gco.tv, the city website, and all designated distribution platforms. This includes posting the recorded meetings to the gco.tv site upon completion.
• Provide on-site support for each meeting, including setup, testing, monitoring, and shutdown of all AV systems.
• Maintain meeting quality standards, including clear audio levels, stable camera operation, and consistent stream performance.
- Granicus platform support & troubleshooting
• Provide first-line technical support for the city’s granicus systems, including live-streaming issues, video playback errors, encoder problems, and integration challenges between agenda, video, and the city website.
• Identify, diagnose, and resolve AV and system issues impacting meeting recording or streaming.
• Coordinate with granicus support when advanced troubleshooting or system-level intervention is required.
• Proactively monitor system performance and recommend improvements or maintenance needs to city staff.
• Assist in uploading, segmenting, and publishing meeting videos as needed within the granicus video manager.
- Additional video production & support services
• Provide video or livestream support for other city meetings, public events, or special programs.
• Assist with short informational videos or other multimedia projects aligned with city communications goals.
• Provide post-production editing, file conversions, and closed captioning to align with WCAG 2.1 AA conformance.
- Communication & service quality
• Maintain clear, timely communication with the communications & community engagement department, city clerk, and other designated city staff.
• Notify staff immediately of any disruptions or risks to meeting recordings or streaming operations.
• Participate in occasional coordination meetings to review service quality and upcoming needs.
