The Vendor is required to provide communication support and services for various operating departments.
- Work will provide a wide range of communications services support.
- Work will support office departments with services ranging from strategic messaging to graphic design and videography to media training via traditional and digital mediums.
- Provide services for a range and variety of communications needs on a case-by-case basis.
- Applicants, however, are encouraged to create a team of respondents who can fulfill a wide range of services.

- In order to promote this work and share critical information with the public, these departments must either commit to supporting their communications efforts with their own staff or procure communications services from a third-party vendor.
- Various communications strategies, including but not limited to:
• Writing/content creation

• Digital media strategies
• Media relations and material development
• Spokesperson/media training
• Research/analysis/strategy development
• Crisis communications
- This will require clear communication channels, regular meetings (both virtual and in person), and reliable project management and tracking.
- Applicant(s) will be able to support the 20+ departments and programs that report to the Managing Director with various projects and media campaigns as needed.
- Writing/content creation
• Work with various City operating departments to develop messaging for internal and external audiences
• Develop content for collateral material, web and newsletters, press releases, and other written communications
• Edit and proofread content
• Develop creative campaign themes and copy
- Graphic design
• Logo or brand development
• Design of promotional materials (brochures, flyers, posters, giveaways/swag) for various initiatives and events. This may include:
o Research and concept development
o Design options for reports as applied to select pages (cover and interior spread) with narratives, sidebars, callouts, infographics (tables, pie charts, fast fact/stats/icons, and maps), and images/photography.
• Ensure that all design work (presentations, social media graphics and other communications) fits the City’s branding guidelines
- Videography/photography
• Produce videos to highlight programs, success stories, and events
• Edit/update and re-purpose videos as needed.
• Ensure videos are compatible with the City’s website format and social media platforms
- Digital media strategy and production
• Collaborate with office departments on digital strategies and design/production for specific social media/online campaigns to enhance projects and initiatives. This may include:
o Project campaign themes, creative concepts, and template creation
o Producing the same graphic in various sizes to fit proper dimensions of (for example) social media platforms, kiosks, and bus shelters
o Video production
- Media relations and material development
• Draft press releases and other media materials, including talking points
• Identify key reporters to pitch to secure preferred coverage
• Support departments with media events and announcements.
- Spokesperson/media training
• Provide training/coaching for department leaders to prepare them for speaking roles/speeches, testimonies, videos, media interviews and other public speaking.
• Ensure that the spokespersons can deliver key messages to priority audiences with confidence and consistency.
• Develop training sessions in group or individual formats and include video as needed.
- Research/analysis/strategy development
• Provide research services on specific topics that will help to frame issues.
• Develop actionable recommendations based on research findings and trends to guide communications strategies and messaging.
• Create reports that highlight the effectiveness of communications strategies, including data and performance metrics.
- Crisis communications
• Support office department leadership with both internal and external messaging during emergencies.
• This will require 24/7 support at a moment’s notice as issues can arise at any time.
• Communications needs will vary but will include traditional and digital media communications, press relations and management, and any other strategic planning that is required.
- All of the project work needed in one year cannot exceed $150,000.
