• Produce a complete strategic plan document and supporting materials
- Requirement:
1. Comprehensive assessment and analysis
• Review of agency history, current programs, organizational structure, and funding
• Analysis of internal strengths and weaknesses
• Environmental scan of external opportunities and threats
• Benchmarking against comparable state arts agencies
• Benchmarking and contextualizing against the state framework for growth
• Assessment of current arts landscape in state, including needs assessment of arts organizations, individual artists, and communities
2. Stakeholder engagement process
• Design and implementation of a robust stakeholder engagement strategy
• Facilitation of focus groups, interviews, and surveys with key constituencies including:
o Agency commission members and staff
o Artists and arts organizations
o Community leaders and economic development professionals
o Educational institutions
o State government officials and agency cultural partners
o General public and arts consumers
3. Vision and strategic direction
• Facilitation of vision-setting sessions with commission members and staff
• Development of updated mission, vision, and values statements
