Strategic Plan Update Services

The Vendor is required to provide entities to identify and engage various diverse stakeholders in the process to update the system strategic plan, as well as compile, analyze, and present feedback gathered from said stakeholders.
- This feedback will inform development of an updated Plan document to be prepared by agency staff in late summer/early fall 2026 (hereafter “Plan Update”).
- The Plan Update is envisioned as being a “lean” document similar in length to the current Plan, as well as being substantive and “action-based”, with said actions to be limited in number, impactful, specific, feasible, and providing for accountability and measurement.

•    System visitor volume and diversity
•    Partnerships
•    Volunteers
•    Data, information, and technology
•    Standards and processes
•    Funding and revenue
•    Branding and marketing
•    Innovation and emerging industry trends
- Develop and implement a stakeholder engagement framework that recognizes stakeholder unique characteristics and diversity, and utilizes various traditional and innovative engagement methods, including but not limited to in-person/remote interviews, focus/work groups, and online surveys/questionnaires
- Compile and analyze stakeholder feedback in written report format, with said report to include but not limited to:
•    Implemented stakeholder engagement framework
•    Grouping of feedback by theme and presentation in various succinct and thorough formats including but not limited to narrative text and graphics/visuals
•    Recommendations for addressing feedback in Plan Update
•    Stakeholder engagement “lessons learned” to be considered in future Plan Updates.
