The Vendor is required to provide comprehensive inmate communications consulting, management, and oversight, reconciliation, and implementation support services.
- Assist department Probation with planning, procurement, implementation, and day-to-day management of inmate communications technologies and related systems.
- Requires ongoing expert support to ensure effective procurement, compliance oversight, accurate billing, system reliability, technological advancement, and alignment with regulatory requirements.
- Implementation, Transition, and Technology Deployment
1. Project Management and Coordination
• Coordinate all installation and transition activities.
• Develop, manage, and track the implementation project plan and timeline.
• Facilitate weekly implementation briefings with department Probation and the awarded vendor.
• Maintain and update an open-items log until all tasks are fully resolved.
2. System Deployments
• Support the deployment of the inmate telephone system (ITS).
• Support the deployment of inmate tablets, including hardware, applications, and interfaces.
• Coordinate user application and interface provisioning for staff and system administrators.
3. Facility Support
• Assist with vendor access, scheduling, and readiness assessments.
• Monitor installation quality, adherence to scope, and vendor contractual compliance during deployment.
- Ongoing Daily Management, Oversight, and Reconciliation
1. Operational Management Support
• Serve as a single point of contact for all inmate communications operational issues.
• Coordinate equipment repairs, troubleshoot system outages, and support call completion issues.
• Assist with attorney verification processes.
• Facilitate facility user account creation and management.
• Research and resolve inmate communications inquiries.
2. Contract Compliance Monitoring
• Monitor vendor performance and ensure adherence to contractual obligations.
• Identify non-compliance concerns and provide recommendations for corrective action.
3. Data Verification, Validation and Reconciliation
• Reconcile daily and monthly inmate communications data.
• Validate invoice accuracy and identify billing discrepancies, mathematical errors, and cost variances.
• Provide monthly customized reporting summarizing trends, anomalies, and findings.
• Present inconsistencies with recommended corrective actions.
4. Regulatory Monitoring and Advisory
• Continuously monitor system, and other relevant regulatory developments.
• Advise department Probation on compliance requirements and industry trends.
• Provide analysis identifying opportunities for service enhancements or operational efficiencies.
