The Vendor is required to provide strategic guidance in developing program evaluations to assess program outcomes and strengthen overall performance.
- The consultant will serve as an external evaluator, supporting program evaluation, performance measurement, data systems, and strategic guidance to inform decision-making and support program expansion.
- Objectives of the program include:
• Establish relationships: deploy credible messengers within designated facilities to build trust and rapport with incarcerated individuals, encouraging positive behavior and personal growth.
• Bridge communities: facilitate communication and understanding between incarcerated individuals, their families and their communities by leveraging credible messengers as intermediaries.
• Reduce violence: mitigate retaliatory violence by addressing grievances, fostering empathy, and promoting conflict resolution strategies.
• Support reintegration: assist incarcerated individuals in preparing for reentry into society by strengthening family ties, securing community support, and reducing barriers to successful reintegration.

The vendor will analyze program operations and outcomes against established goals and key performance indicators, providing clear findings and actionable recommendations. Deliverables include evaluation plans, data-collection instruments, interim findings, and comprehensive final evaluation reports.
- Development of logic model, theory of change, and performance framework
• To support program planning and alignment, the vendor will facilitate stakeholder discussions to clarify program goals, resources, activities, and intended outcomes. The vendor will develop logic models, theories of change, and performance measurement frameworks tailored to each program’s structure and objectives. These products will identify key indicators, data sources, and reporting expectations. Deliverables include finalized logic models, theory of change diagrams, performance frameworks, and supporting metric reference guides.
- Database development, management, and optimization
• Assess existing data infrastructure and recommend improvements to ensure accurate, consistent, and timely program reporting. The vendor may design new databases or enhance current systems to support program needs. This includes the creation of data dictionaries, validation rules, and reporting templates, along with staff training to ensure effective use and data quality. Deliverables include database systems or updates, documentation, staff training materials, and standardized reporting tools.
- Data analysis to inform program decisions
• Provide ongoing strategic consultation to support program design, operational improvements, and long-term planning. The vendor will facilitate strategy sessions, provide implementation guidance, and develop materials to support program improvement efforts.
