RFP Description

The vendor required to provide federal government relations services for include:
1. Authorizations and appropriations requests:
•    Contractor will assist department with development and advocacy for authorizations and appropriations for inclusion in legislation.
•    Contractor will prepare, file and advocate for appropriation requests to congressional committees.
2. Coalition development: 
•    Contractor will work in coordination with local water agencies and water industry associations to support authorization and appropriations proposals
•    Contractor will form and support coalitions of interested agencies or associations to advocate for authorizations and appropriations.
3. Meeting facilitation:
•    Contractor will coordinate meetings in state or virtually with department, federal agencies, congressional offices, and coalition members or other stakeholders.
•    Contractor will coordinate information and assist department in briefings and negotiations with and committee staff, congressional district staff, nongovernmental organizations, and relevant consultants. 
•    Contractor will assist department in briefings and negotiations with federal agencies. 
•    Contractor will ensure compliance with federal and state reporting requirements concerning federal lobbying activities.
4. Legislative tracking and analysis:
•    Contractor will monitor and analyze existing and proposed legislation that impacts department and the state. 
•    Contractor will provide periodic updates regarding proposed modifications to federal legislation, regulations, and policies related to department programs and projects. 
•    The contractor will prepare related strategy or advocacy papers and correspondence, presentation materials, or written and oral testimony for congressional committees, members of congress, congressional staff, and federal officials.
5. Documentation:
•    Provide documentation of department federal advocacy efforts when directed.
•    The updates will include real-time updates on congressional timelines, appropriations dates and deadlines, federal agency budget preparation timelines, and authorization processes.
