The Vendor is required to provide a comprehensive Marketing and Outreach campaign for either a successful group health insurance agency and/or a SBE or comparable public benefits program will be required.
- Access continues to use a wide range of tools for reaching state where they live, work, and relax, including:
• Omni-channel marketing campaign across media channels including;
o Digital (e.g., paid search, paid social)
o Out-of-home (e.g., transit, walls capes, billboards)
o Traditional (e.g., TV, radio, print)
• Sponsorships with appropriate business organizations such as Dollar General and the Motor Vehicle Network (MVN)
• Robust community outreach strategy with brand activations and events that inform consumer and equip community partners to amplify the campaign in their communities, including the Chambers of Commerce, Rotary Clubs, etc.
- Campaign Strategy and Execution
• Manage all suppliers and coordinate activities across all categories of marketing & outreach campaign.
• Develop new creative materials tailored to the board offering and the group agent and employer audience groups.
• Develop and execute a plan for increasing awareness of board and agency throughout the state.
- Coordination of Consumer and Business Outreach
• Presentation to specific business-oriented groups (e.g. Chambers of commerce) throughout state
• Group agent support
• Partnering with the state access SBE engagement team to have a board presence at planned community events where state access will already be advertising

• Print (Marta signs, business district signs, etc.)
- Campaign analytics
• Reporting shall be able to quantify statistics such as the number of impressions state access for business has made, quantify the reach of our activities, and be able to measure the effectiveness of varying channels and events
• Reporting shall link consumer interest and activity to the activities of the marketing and outreach campaign and shall also be able to control for trends occurring organically in the market to determine true effectiveness
• State access has a format and specific statistics that they report regularly for on-exchange marketing and results. Supplier will commit to making reasonable efforts to mirror the reported information and formats where state access feels it makes sense and the consistency will have a positive benefit for leadership.
